Summary
Councilman Chuck (as he likes to be referred to) was the youngest of the five Black candidates in Richmond, Virginia, who were elected to the first Black majority Council in Richmond's history and who then picked the first Black man (Henry L. Marsh, III) to be mayor of the former Capital of the Confederacy. The impact of someone as articulate, outspoken, and well dressed as Chuck who took an unpopular political position favoring Black people, poor people, gay people, Muslims, and other minority groups was bound to ruffle the feathers of Richmond's White conservative population. He kept them irate, and his constituents thrilled as they reelected him time and again. Learn the true story of this beloved and controversial political figure
